Professor Harvey Averch earned his Ph.D. in Economics from the University of North Carolina and began his distinguished career as a Senior Staff Economist for the RAND Corporation. Dr. Averch has held various notable positions at the National Science Foundation dealing with policy analysis and strategic studies relating to science and technology enterprise and was appointed by President Ford to manage NSF's science education programs. In addition, Dr. Averch was responsible for negotiating the United States' first basic research agreement with the People's Republic of China. Dr. Averch began his tenure at FIU in 1989 as a Professor of Public Administration and has served as both the Director and Acting Director of the Department of Public Administration. Dr. Averch has written numerous scholarly books, articles and monographs and served as Chief Co-Editor of Policy Studies Review.
